Customising the 'Resources' box on the Main Menu

It would be helpful if the resources box on the Main Menu could be customised so that new items could be added, preferably by users with configuration access: Currently it is not possible to customise this box, even by requesting it from ScholarOne. I know that the 'Instructions and Forms' box can be used for a similar purpose, but the Resources box may be more noticeable to some users.
