Automatically expire draft submissions

It would be great if Admin users had the option to set a time period after which a draft expires - thereby forcing authors to submit as a new manuscript. This would be useful for journals who regularly amend their submission requirements and submission steps in S1. It would also clean up the unsubmitted manuscripts.
