Enable flagging of user accounts from the "Edit" screen

Currently, it is not possible to add flags to user accounts on the "Edit" screen; this can only be done on the "Details" screen. Comments on user accounts, on the other hand, can be added from either the "Edit" or "Details" screen. I can't see any reason why one should not be able to flag an account while editing account details; in fact, this seems to be the most obvious place where this functionality should exist.
