Declining Reviewer Comment Boxes

When a reviewer receives a review request and wants to decline, it would be very helpful if there were comment boxes.  One comment box for the declining invited reviewer explaining the reason for declining, and one for the AE to comment on declined invitations.

    For some journals we've configured different responses such as 'Not my area of expertise', 'Unavailable - busy', etc., but that's very much a workaround. If the comment box is used as proposed in the original idea here, I'd strongly contend for it to be a field that is discoverable in Cognos so it's possible to report on reasons why reviewers decline.

    It would be most convenient for both the declining reviewer and the admin if there was a simple menu of choices for declining as well as a comment box. The common choices, available in other online peer review systems, are reasons such as: "too busy," "conflict of interest," unavailable--medical," "no longer in field," "not my expertise." Making these reasons for declining visible in a reviewer's record can give the admin a sense of whether and how soon to send another invitation to review. Because reviewers have no way to explain why they are declining the invitation, some will send an additional email message and the only way to record these is manually as comments in a person's profile, which is cumbersome and a suck on admin time.

    We have recently had a request for this feature directly from an external associate editor for one of our journals and I also feel this would be a valuable feature for our reviewers so that they can add explanations for why they have declined an invitation more clearly. Otherwise reviewers have to add a comment in the box relating to a reviewer suggestion, which is not very clear.
