Ability to Explain Reason for a Declined Review Request

Reviewers would like a dialog window to appear when they decline a manuscript so that they can let the editors know the reason: too busy, not a topic they wish to review, on vacation this week, would agree if they could have an extended deadline, etc. This would allow them to directly communicate with the editor. They can currently reply to the review request e-mail, but that will be delivered to the admin office and must be forwarded.
