Make manuscript notes editable across all manuscript versions

It is patently silly that existing manuscript notes effectively become frozen once a new revision has been created, and still sillier that they are technically editable only while one is viewing the associated manuscript version. This adds clutter, and it also creates the potential for confusion between manuscript versions. Please dissociate manuscript notes from manuscript versions and allow them to be edited at any time.

    Related requirement - we need an option for Notes to be copied over to all versions. Some Notes contain info which is relevant all the way through the process but gets lost between versions.

    Frequently we have queries which arise at the point of editorial decision and need to be checked or actioned in the revised version, but the Notes we make won't be visible. We have to make mental notes to manage this.

    Can we please have an option on Notes that they be carried forward versions?

    This is especially problematic when notes are made on a 'draft' of an invited submission. There is NO way to even go back to a previous version to edit. You must unsubmit the paper and resubmit it, which in most instances isn't feasible.
