I believe this was ported over from this Idea: http://scholaroneideas.force.com/ideaView?id=087000000004FLQAA2

    Summary:

Emails to authors can potentially get stuck forever as 'awaiting processing' in the audit trail. This may happen if an attachment is too large, or if there is a 'hidden character' in one of the email addresses. There is no notification that this email was never sent, and the only way to find out that it didn't get sent is to accidentally come across it in the audit trail.

It seems sensible for the Admin or 'email address to send errors to' is notified if an email has been "awaiting processing" for, say, one day or 6 hours or other sensible threshold.
