Primary cc e-mail address

Currently, entering a  secondary e-mail address in the primary CC field will not prevent admins/editors, from creating new accounts with that e-mail address. There should be a way to prevent this.

    Also authors frequently create duplicate accounts when searching unsuccessfully for an email that is already in a primary cc field.
