Email template to notify Editor when manuscript returns to "Select Reviewers" queue

At the moment, if all reviewers decline and the manuscript moves back to the Select Reviewers queue, there is not email notification to indicate this. Currently there is only an email template triggered when the task is first made pending, but if the manuscript returns to that queue, which it often does, there is no notification.

    On our site, the staff is responsible for contacting potential reviewers.  We have this same problem.  I'd like a notification to go to the staff if a list is exhausted.
