Increase the expected character limit for the Recommended Reviewer fields

Currently the maximum length for all Recommended Reviewer fields is 40 characters. It would be useful to increase the maximum length to match the maximum length of the registration fields (first name: 40, last name: 60, email: 128) as our users had problems with adding preferred reviewers due to this limitation during manuscript submission process.
