Author's Response button should appear in 'Manuscipt Information'

Author's Response button should also appear in 'Manuscipt Information', it could just be a white invalid button when it is a  '-R0' manuscript. Also, the details of Cover Letter and Author's Response in the buttom of the page should be deleted since it is duplicated. Only the buttons will do.
