Close a special issue to new submissions but allow resubmissions to be made by authors

The administrator should be able to close a special issue to new submissions but allow resubmissions to be made by authors. Currently the special issue has to remain completely open and Guest Editors may have an issue full of appropriate papers s/he has to deal with new submissions.
