Review Score Card: Make it possible for file upload to be mandatory
I would like to see the reviewer score card configuration option to make file upload by the reviewer a mandatory action. Several of our HSS journals ask that reviewer complete their review using the track changes function in Word. When this is the standard review response, it is quite common for the reviewer to forget to upload the file. This means the managing editor has to chase reviewers to get the files.
