Remove the requirement for an email address in the To: field of outgoing emails

I have several emails set up that BCC several people (due to GDPR, I don't want the email addresses visible to all); however ScholarOne forces you to have at least one email address in the To: field. I have used the journals' general admin inbox addresses for that, but this generates a lot of automated messages that I don't need.

I have rules set up on the Inboxes to direct them to a specific folder that I check maybe once a week. This is a clunky workaround and if people reply to the email I can miss it, as the redirect rule uses words in the subject line. In addition, for other journals that don't have an administrator, it's really annoying for the Editors to receive copies of these emails.

It would be great, therefore, if ScholarOne could look at not only the To: field in outgoing emails but also the CC: and BCC: fields, and accept it as long as there's at least one properly configured email address in at least one of those three fields.
