Rescind documents attached to rescinded reviews

Right now, if a review is rescinded, attached documents must be manually removed, otherwise they will be automatically attached to a Decision letter. This increases the chance of a partial or full rescinded review being accidentally sent to an author because it was attached to the rescinded review. Attached documents from a rescinded review should be automatically rescinded when the review is rescinded.
