UAD tool - add setting to detect single authors who submit large numbers of manuscripts in a short period of time

An additional setting to identify individual authors who are submitting large numbers of manuscripts in a short period of time. This would help detect salami slicing, duplicate submissions, and authors who submit from journal to journal without considering journal scope.
