Ability to identify specific Alternates when reviewer declines

When selecting reviewers, editors like to pick subject specialists and methodology specialists, however, if a reviewer declines it would be good to be able to designate specific alternates for specific reviewers, i.e. a methodology expert declining it just goes to the next alternate who may be a subject specialist and you end up with a set of reviewers none of whom are methodology specialists.
