introduce spell check functionality for pop-up emails/ decision letters

Introduce spell check functionality to pop-up emails. Currently, the new-look emails only underline a typo in red, but do not offer the correct spelling (not even by right clicking), nor can it learn a spelling.

    In addition to the excellent suggestion above, this should be extended to include all formattable text (inc reviewer scoresheets etc). Seems to be ok when using Firefox but not when using Chrome or Edge (other browsers ???)
