Change the reviewer assignment dashboard to make advanced search more prominent

Most of our editors don't scroll down far enough to know it's there and end up complaining that they can't search by editorial review board members, or creating duplicate accounts. We've shown them and told them multiple times, but the issue persists, probably just because it's not immediately visible.
