Currently, only the reviewer information for the reviewers who agreed and submitted their reviews is transferred to the new journal. Then the editors of the new manuscript have no idea who declined a review request for the original manuscript or who may have agreed but did not submit a review. Editors have expressed interest in receiving information for declined or unassigned reviewers because they would like to avoid reinviting someone who already declined reviewing the previously submitted manuscript or possibly would not submit their review if they did agree.
