Allow email templates (specifically decision emails) to be editor-specific

Where a journal has multiple editors making decisions, each may have their own preferred text for those decision emails. It would be nice if each editor could set up their own decision email template and have it as the default template for the manuscripts that they are assigned to.

In other words, would it be possible for different users to have different default email templates for the same task?
