Persistent notes across revisions Merged

It would be useful for admins to be able to add a persistent note across versions of a manuscript, e.g. "this one will need assigning to copyeditor Hilary after export" or "check Dr Ferrier's COI declaration at acceptance". Currently, there isn't a useful admin field that survives a revision.
