Make it possible for a reviewer to upload a file with same name as a review file already uploaded.

Though unlucky, it can happen that a reviewer chooses the same file name for their report as another reviewer of the paper. The site will not allow this, which will cause confusion if the second reviewer doesn't realise what the problem is. Any way around this?
