Grant number field should be mandatory for those that indicate they had funding

For those authors who indicate they have funding, the grant number field should then be mandatory. This will aid publishers in being Plan S compliant: 'Metadata must include complete and reliable information on funding provided by cOAlition S funders (including as a minimum the name of the funder and the grant number/identifier)'
