Allow reviewers to see each others' review and then modify their own, for consultative peer review (ala eLife)

It would be very useful to have the option to allow reviewers to see the reports of other reviewers of the same manuscript, and allow them to subsequently modify their own report. before the editor makes a decision. This would allow reviewers and editors to consult with each other before the decision is made, as for eLife.
