Prevent some AEs from seeing preferred reviewers

Some AE's in our journal use the preferred reviewer suggestions carefully and well (so this feature is still useful). Other AEs just add and invite all the preferred reviewers without a second thought. It would be great if we could decide which AE's are allowed to select from the preferred reviewer list (or is able to see this list at all).

    An alternative would be using the unusual activity report to flag people on the preferred reviewer list as being in the same institution/region/country as the authors. Ideally, this would flag people who have submitted/published articles with the authors as well.
