Add Configuration Option to make the "Comments to Author" required when an Associate Editor is making a Recommendation

If  "Comments" are required during the Recommendation stage it would be very helpful to Editor in Chief when making the final decision and limit the need to go back for more information.

These "Comments" would also be helpful to the the author (text box will be populated into the decision letter).
