It would be useful if certain roles could see user flags without having the ability to actually remove or add additional flags to accounts.
This option should be available in Client Configuration and the site's administrator should be able to dictate which roles are able to do what with flags.
An example of how this might look might be:
EIC and Admin: Both roles can see the user flags with the option to add and remove them
AEs: can only view the user flags but not edit them
Authors/Reviewers: Blinded to all user flags
This is extremely important to avoid problems with arbitrary addition/removal of reviewer coercion flag.
