Opening Multiple Notes Screens

Editor Request:

When I get a paper, I make notes at the bottom of the first screen.  When it comes back, I open that file and compare the modifications made in response to guidance.  I need to be able to open another note file to indicate what tasks remain to be completed before we can review the submission.  I am only permitted one open notation.
