Enable superusers/users with Administrator Centre to create a signature across all journals

Idea:  Currently signatures do not apply across all journals.    Set up "Default" signature for all journals within an organization.

Benefit:  If someone with Administrator Centre could set a default signature for all journals that person works on, this would help to prevent emails from going out without signatures, leading to less time spent looking into who an email response needs to be directed to and preventing author/reviewer confusion.
