Report on the number of reviews required to make a decision

We would like to be able to have a report comparing the 'number of reviews required' with the 'number of agreed reviews' (or assigned reviewers) for any original/revised manuscripts in process. These two fields are shown as "# reviews required to make decision" and "# agreed" in the 'progress' box when you e.g. select/invite/assign reviewers on a paper's manuscript details page.

The report would introduce efficiency by avoiding redundant reviews coming in after decisions have been made, by flagging this up before reviewers potentially waste their time on reports which aren't required.

One of my colleagues at The Editorial Hub has mentioned a report set up on a journal she used to work on (Diabetologia) which used to do this.
