I remember the system used to be so configured that we can open multiple Emails while handling one submission (say, I open a decision letter, open an Email to my EE for reporting the reviewing results, or open an Email to the review asking for a missing report simultaneously). So long as I stay in this submission, these Emails work well. But now the configuration changes. I am allowed to open only one Email. If I start another Email, the former one will close. This is so inconvenient. Can we switch back？
