Only allow editors who created a conversation and admins to close it

To allow all editors to be able to open conversations, they also have the ability to close any conversation, even those that they did not initiate. If the ability to close a conversation could be restricted to admins and the editor who opened the conversation, this would mean none are accidentally closed by editors simply wishing to remove a conversation from their to-do list.
