Show associate editor recommendations in Viewing Center

Right now, only the decision makers can see associate editor recommendation comments, even in the viewing center. If an editor wants to provide feedback to another editor on an associate editor's recommendation, we have to send the info by email. It would be great if this could be available the way the reviewer recommendations/comments are.

    Agreed. Our EIC should be able to access the AE's recommendation and comments; there is no reason for us to blind this information from the EIC.
