Add an email notification that triggers when an admin waives the e-commerce payment (for offline payments)

Presently, I only have 'e-commerce completed' available as a trigger for an email notification, which is sent whether the author pays or the payment is waived. I'd like to be able to waive the payment when the author pays offline, and send a different email instead. We have enough authors paying offline that this would make a big difference to our workflow.
