Decision cannot be made if reviewer does not give further review if their original review was Major Revision

Journal said that, for original manuscript , the Major Revision score from reviewer should be considered as the 1st priority.

If the reviewer does not give further response regarding whether the revised version resolved all issues described in Original Major Revision.

Final Decision should not be sent out.
