Reduce time between referee email reminder queueing and actual sending

If I understand correctly, email reminders are queued and sent in batches. This causes problems when referees submit their reports between the moment the reminders are queued and the moment the reminders are sent. The referees end up receiving reminders for reports they submitted a few hours earlier. The delay between queueing and sending should be reduced to 1 hour max.
