Add a button to move paper from peer review to recommendation/decision stage

Editors seem to find it difficult to remember to change the 'number of required reviewers to make a decision' and then click save in order to move the paper to any decision making/recommendation stages. It would be great if there is a button that just says 'Skip peer review' or 'move to next stage' or something to that effect to help spell it out for the Editors.
