Ability to leave custom questions list expanded

We have a growing list of custom question for authors that editorial assistants need to check for at revision and before acceptance.  It would be helpful if the custom questions link on the manuscript details tab could be set to always open.

    I've just spotted how to do this. In client config, in section 10 (Manuscript Details), you can toggle the top option, which allows you to always show the custom questions.
