Place Ratings and Comment Boxes Side-By-Side

After the reviewer determines and selects the ratings on a manuscript for its Importance, Novelty, etc., the reviewer must scroll down the webpage to insert text in the Comments box. Is there a way to have the Ratings selections next to the Comments box so they are side-by-side making it easier for the reviewer to type in the text box information related to the ratings that were given?
