Reviewer Report Uploaded - Should state "Comments Uploaded" in the comments to author box.

If a reviewer uploads a file and the comments to author box is left blank, the decision letter states "no comments" meaning without additional effort from the Editor, editing the text of the decision letter, the author is left not knowing to look for an attachment.
