COGNOS reporting: show user who actually performed task

Admins frequently select and invite reviewers, or perform other tasks, on behalf of editors. When looking at a user profile reviewer summary, you can see who actually selected/invited a reviewer, but when running COGNOS reports, the system will only pull the person assigned the role associated with the task (for example, the AE "owns" the select/invite reviewers task, so the report shows the AE as the task performer, even when an admin performed the task.) For accurate data pulls on AE/Editor/Admin activity, COGNOS needs to pull the actual task performer, not the assumed task performer.
