Easy way to link scoresheets to submission groups in config without changing workflow

At the moment the only way to get different scoresheets for different manuscript types  is to ask for an expensive change in the workflow. It would be good if we could easily configure this to link a scoresheet to a submission group (or even a manuscript type) without you having to change the workflow to branch on manuscript type.  It would be similar to the linking of author custom questions to submission groups (though I realise this would be more complicated.)
