Add a new link for letter templates for authors to agree/decline to revise their paper (so editors know if they will or not)

At the moment we don't know if authors will revise their paper until they start revising. It might be useful to have a link for revision decision letters (and maybe in the author centre) for authors to declare their intentions. Similar to the reviewer agree/decline or author invitation agree/decline.
