Preventing new users being added based on secondary email addresses

At the moment, users are unable to add a new user if their primary email address is already in the system. However, no such check exists if they try to add an existing user's secondary email address as a new account.

I have a user  who regularly has to write in to us to have his account merged, because he has two active email addresses and his lead authors keep adding his secondary email address as an entirely new account.

I think this would cut down on duplicate accounts and improve user experience considerably.

    We get this problem a lot too. Another solution might be to have  "do not use" email options in user accounts. Users would receive S1 correspondence at their preferred address, and no one would be able to create new user accounts for them based on their non-preferred email addresses.
