Don't cause the browser to upload files if uploading produces no result

There are currently several places in ScholarOne where the system will stop and upload a file even when that upload produces no result. For example, choosing a file on the "Manuscript files" page and clicking "save" instead of "upload" will cause the system to wait while it uploads the file, but after this process completes the will not have been added to the manuscript. When sending an email, if the user chooses a file and clicks "send" instead of "attach", the system will wait while it uploads the file, but will then present an error message telling the user that they should have clicked "attach", and the file will not have been attached to the email.

This design wastes the user's time and ScholarOne's bandwidth. (Where *are* these files going, anyway?)
