Allow new editors to see details of previous reviews for companion papers that they had not handled

If you link a previously reviewed paper to a new submission as a companion paper, then the editor can easily see the previous reviewers and their reports. However, if the editor did NOT handle the companion paper then they cannot see these details. This could happen when, for example, the original editor is no longer available. It would be useful for them to have easy access to all of the past history of the related submission.
