Provide auto save for Associate Editor Recommendation Form/Editor Decision Form

This would be of benefit to associate editors who are working on their tablet or or other mobile devices, and away from their usual laptop or desktop set up.  I have had more than a few editors over the past few years lose their comments to the author because they didn't click on "save as draft" from time to time while making their comments directly into ScholarOne.
