Currently the COI flag can only find matches when a reviewer's institution AND zip code match the institution/zip code listed by the corresponding author. It would be helpful to change this to an "or" to broaden the number of flagged users. While Ringgold uses extended zip codes, we've found that the majority of users sites created before this feature rolled out still use a standard 5-digit zip code so the system isn't picking up as many matches as it once did.
As a side note, clicking the COI flag does indicate that it finds matches based on institution OR zip code even though this isn't the case.
