Show user flag description next to flag symbol in advanced user search

In the advanced manuscript search, any labels of submission flags do appear next to the flag symbol, so it’s easy to see what each flag stands for. In the advanced user search, however, the labels of the user account flags are not shown next to the flag icons. They appear when you hover over the flag icon with the mouse, but I think it would be better and more consistent if they appeared next to the flag icon by default (without the need to hover over the icon).

    Ideally the labels would also be shown against the flag buttons in the reviewer Advanced Search as well.

    The labels for user flags also do not appear when you assign a flag to a user either. You have to hover there as well to view the label whereas for submission flags the label is written next to it. There is plenty of space it seems to include it there as well!
